Do they operate outside of law or are they a subdivision of a government? It is mentioned in UA S02E07 that if they were to kill that policeman, they would go to jail, but is that because it wasn't needed for their operation, or is it that their entire organization is illegal?

This. Why did no one ever before ask this question? You're right, how do they work on the legal side of things? (beside the fact that Harangue probably took part in covering up their stuff when the public still believed him)
